Locus iste is the Latin gradual for the anniversary of the dedication of a church.
The text quotes from the Biblical stories of Jacob's Ladder ("Surely the Lord is in this place" from Genesis 28:16), and Moses on Mount Horeb ("The place whereon you stand is holy ground" from Exodus 3:5).
